The city clerk is appointed by the city council. She serves as the city treasurer. She keeps a journal of the proceedings of the city council and maintains all records and documents pertaining to the affairs of the city. The budget and all supporting documents are filed in the city clerk's office and are open to public inspection. No member of any board, commission or authority shall assume office until he has executed and filed within the clerk of the city an oath obligating himself to faithfully and impartially perform the duties of his office, such oath to be prescribed by ordinance of the council and administered by the mayor. Each board, commission, or authority of the city government may establish such bylaws, rules and regulations, not inconsistent with this Charter, ordinances of the city, or applicable State law, as it deems appropriate and necessary for the conduct of its affairs, copies of which shall be filed with the clerk of the city. |

The city manager is the chief administrative officer of the city. He is responsible to the city council for the administration of all city affairs placed in his charge. He directs and supervises the administration of all departments, offices and agencies of the city, except as otherwise provided by the charter of the City of Clarkesville, or by general State law. The city manager sees that all laws, charter provisions and acts of the city council are executed. He attends all city council meetings and has the right to take part in discussion but may not vote. The city manager is appointed by the city council based on his executive and administrative qualifications. He must reside in Habersham County while in office. The city manager is an ex-officio member of all boards, commissions and authorities and is the liaison officer between them and the mayor and the council. The city manager prepares and submits the annual operating budget and capital budget to the city council. He is authorized to make expenditures and purchases in accordance with the operating budget. All expenditures for the capital budget shall have prior approval of the mayor and council. He keeps the city council fully advised as to the financial condition and future needs of the city and makes recommendations to the city council concerning the affairs of the city as he sees fit. |
